Government by folks who believe that God is the ultimate lawmaker. In the narrowest sense, theocracy is government by folks who have a very limited notion of what God's law is all about but who, nevertheless, believe that their idea of God's law must prevail over everyone else's. An example is a Caliphate operating according to Sharia Law.
